POSITION SUMMARY

The Grants/Contracts Manager provides skilled support in the coordination, management and writing of contracts and grants, development of effective organizational systems as appropriate, assist in budget and cost control, ensure internal and external communications flows smoothly. The successful candidate is service focused, creative, innovative, effective and efficient. This is a full-time, exempt position that reports to the General Manager or designee.

ESSENTIAL FUNCTIONS

  • Provide state/federal grant oversight including monitoring grants to ensure compliance standards are met including timely submittal of required reports.
  • Track, review and process all personal service and vendor business contracts to ensure all steps are followed in a timely manner including legal and financial review, Tribal Resolution and Purchase Order prepared. Maintain permanent records both electronically and in hardcopy format for future retrieval.
  • Prepare grant applications encompassing working collaboratively with the department staff on grant project, product production and preparation of budgets, progress reports, budget modifications, and timely response to grantor requests for information and reports.
  • Independently perform research, conducts statistical and financial analysis, and prepares information for special projects.
  • Work collaboratively with Officer and Program managers in reviewing requests for Tribal Administration support services to include: proper completion of request forms (PO/payment), review of budget, expenditure, fund codes and ensure support documents are attached (invoice, W-9, etc.) for subsequent submittal for General Manager authorization.
  • Work in conjunction with department programs in tracking, compiling and preparing weekly management review and analysis reports, conducting practice management analysis and trend analysis. Provide written review and analysis reports to General Manager and department Officers as requested.
  • Work collaboratively and constructively in a professional and respectful manner in the representation of the Snoqualmie Tribe.
  • All other duties as assigned.

QUALIFICATIONS

  • Bachelor's degree or higher in business administration, accounting, or related field from an accredited institution required.
  • Minimum five years' of grants and contracts experience in a tribal, federal, state, and /or county environment, preferably in tribal operations.
  • Must be knowledgeable about and assure compliance with federal, state, county, and other regulations related to conduct of grant research and contract compliance. Must have attention to detail and deadlines, work well with people, have good organizational, communication, and negotiation skills, and able to act independently within policy limits.
  • Qualifications must demonstrate extensive knowledge and competency in administrative practices and operations including quality improvement, strategic planning, organizational development, project management, accounting, statistical analysis, presentation of technical information and grants/contracts.
  • Advanced computer systems and business software applications used in finance, accounting, project management, statistical analysis and presentation of technical reports.
    Working knowledge of Microsoft Office required and databases preferred.
  • Must have strong analytical skills.
  • Must have strong oral and written communication skills.
  • Must have the ability to work in a fast-paced environment with strict deadlines and be able to manage multiple priorities.
  • Requires the ability to read, write and speak effectively in English.
  • Must be able to pass pre-employment and random drug screenings.
  • Must pass background check.
