POSITION SUMMARY

The Housing Manager develops, implements, manages, and maintains the various Snoqualmie Tribe housing programs and services,;  which includes program  development of policies and procedures, HUD (IHBG) grant oversight, property management, and facilitating relationships with relevant external and internal programs and organizations to better serve the housing needs of the Snoqualmie people. This is an exempt position that reports to the Community Services Director.

ESSENTIAL FUNCTIONS:

  • Develop, implement, and manage the housing department's policies, processes, and procedures.
  • Administer the Tribe's HUD (IHBG) grant, ensure compliance, submit required grant reports, and re-apply for the grant funding each year, maintaining complete and accurate files.
  • Communicate - verbally & in writing - with clients, landlords & others in a professional, clear and respectful manner.
  • Process requisitions for payments to clients' landlords and utility companies.
  • Work with real estate agents, underwriters, and title companies in assisting Tribal Members with home purchases.
  • Work with accounting office staff to assure accurate & timely payments on behalf of clients.
  • Provide a heightened level of follow up for Snoqualmie Tribe Members looking for rent, utility, and minor home repair assistance.
  • Establish strong partnerships with internal tribal programs and outside housing organizations to enhance the Tribe's housing program services.
  • Organize and work with other tribal departments to lead informational seminars for interested tribal members on topics such as credit establishment and applying for home loans.
  • Develop, manage, and maintain the housing department budget.
  • Oversee currently owned Tribal properties, ensure timely payment of rent from tenants, current lease contracts, and proper building maintenance.
  • Identify, apply for, manage, and report on new grant opportunities that related to the housing department's mission and goals.
  • Analyze the viability and possible opportunities to expand the Tribal housing program.
  • Develop and ensure staff follow the housing department's mission statement, work plan, goals and objectives.
  • Promote the housing program services to Snoqualmie Tribe members.
  • Maintain confidentiality and communicate with tact and discretion.
  • Other duties as assigned.

QUALIFICATIONS

  • Bachelor's degree in business, economic development, sociology, or related field from an accredited institution required or a combined equivalent of education and experience that demonstrates the abilities to perform the essential functions of the position is required.
  • Three or more years of related work experience, preferably in tribal housing, resources, property management, and/or tribal government, required.
  • One or more years of supervisory experience required.
  • Knowledge of fiscal and budget principles. Experience working with grants and preparing and interpreting reports preferred.
  • Knowledge of Native cultures, history, and traditions strongly preferred.
  • Effective problem solving, conflict resolution, and decision-making skills.
  • Excellent customer service skills and written and verbal communication. Demonstrated ability to communicate effectively with diverse populations.
  • Strong organizational skills with ability to work in a fast paced environment and meet deadlines.
  • Current and valid Washington State driver's license required.
  • Proficiency with Microsoft Office programs.
  • Ability to maintain confidentiality and use tact and discretion.
  • Must be able to pass pre-employment and random drug screenings.
  • Must pass background check.

An office environment in a controlled atmosphere building.
